During the past two years, the Department of Asian and Policy Studies (APS), The Education University of Hong Kong (EdUHK) and the Division of Public Policy (PPOL), Hong Kong University of Science and Technology (HKUST), have co-organized the Policy Dialogue Series featuring Professor Anthony Cheung (張炳良教授) as principal speaker. Currently Research Chair Professor of Public Administration in APS and an Adjunct Professor of PPOL, Professor Cheung is the former Secretary for Transport and Housing (2012-17) and former President of EdUHK (2008-12).

In the 2021-22 academic year, the two universities will cooperate again to host 5 new dialogue sessions. Professor Anthony Cheung, joined by another professor (plus other speaker as appropriate) in the relevant field, aimed to explore the contemporary public policy challenges facing Hong Kong:

The Policy Dialogue Series is interactive and encourages the participation of the EdUHK and HKUST community. Due to the implementation of public health measures to reduce the spread of the COVID-19 virus on university campuses, the Policy Dialogue Series adopted an online mode since 2020 via zoom.

Prof Anthony CHEUNG Bing-leung is currently Research Chair Professor of Department of Asian and Policy Studies in The Education University of Hong Kong. He was formerly Secretary for Transport and Housing of the Hong Kong Special Administrative Region Government from July 2012 to June 2017, overseeing a large policy portfolio covering housing, transport (land, seaborne and aviation), port and logistics. Major achievements during his tenure include: the formulation of the 2014 Long Term Housing Strategy, the launch of the 2014 Railway Development Strategy, the approval in 2015 of the implementation of the Three-Runway System for the Hong Kong International Airport, the establishment of the Hong Kong Maritime and Port Board in 2016, and the completion of the Public Transport Strategy Study in 2017. Prof Cheung was also a founding director of the Hong Kong Policy Research Institute (1995-2012) and founding chairman of SynergyNet, an independent policy think tank (2002-05).
