The Division of Public Policy of the Hong Kong University of Science and Technology (HKUST), together with the Department of Social Sciences and Policy Studies and the Academy of Hong Kong Studies and the Academy of Hong Kong Studies of The Education University of Hong Kong (EdUHK), cordially invite you to attend the following Policy Dialogue Series featuring Professor Anthony Cheung, former Secretary for Transport and Housing (2012-17), and now Advisor (Public Administration) and former President at EdUHK and Adjunct Professor at HKUST, and Professor Lui Tai-lok, Adjunct Research Chair Professor and former Vice President (Research and Development) at EdUHK.

Hong Kong’s Economic Challenges and Opportunities: Human and Financial Capital, Innovation and Technology
Hong Kong’s post-Covid economic rebound has been somewhat lacklustre contrary to expectations. This is partly due to the sluggish economic situation worldwide and partly the troubles on the mainland where the bursting of the real estate bubble and weakening investment and consumption moods are inducing a slowdown. The city’s aspirations to diversify its economic base, including grooming an innovation and technology hub, also face challenges in human and financial capital supply amid adverse geopolitics. At this critical juncture, how should Hong Kong re-strategize to meet new challenges and capture new opportunities?

About the speakers and moderator
Professor Anthony Cheung (張炳良教授) (Public Administration) with the Department of Social Sciences and Policy Studies at The Education University of Hong Kong and the Adjunct Professor with the Division of Public Policy of The Hong Kong University of Science and Technology. He was formerly the Secretary for Transport and Housing of the Hong Kong Special Administrative Region Government from July 2012 to June 2017 and the former President of The Education University of Hong Kong (then known as Hong Kong Institute of Education) from January 2008 to June 2012.
Professor Lui Tai-lok (呂大樂教授)is the Adjunct Research Chair Professor at the Department of Social Sciences and Policy Studies at The Education University of Hong Kong. From April 2016 to June 2021, he was Vice-President (Research and Development) of the University.
Professor Sung Yun-wing (宋恩榮教授)is Associate Director of the Joint Shanghai – Hong Kong Development Institute (CUHK and Fudan University), Associate Director of the Economic Research Centre, Hong Kong Institute of Asia-Pacific Studies, and Adjunct Professor of the Economics Department at the Chinese University of Hong Kong.
Dr Wendy Hong Wen (洪雯博士)is a Legislative Council member for the Election Committee constituency.
Dr Fox Hu Zhiyong (胡智勇博士)is the Acting Head and Associate Professor at the Department of Social Sciences and Policy Studies of The Education University of Hong Kong.
About the Policy Dialogue Series
The two universities cooperated to host The Policy Dialogue Series which began in 2018-19 and is now in its sixth annual series. The theme of this year’s series is “Hong Kong into a New Future: Reflect, Renew and Reinvigorate”. Professor Anthony Cheung and Professor Lui Tai-lok will be joined by other speakers in the relevant fields to explore the critical issues and public policy challenges facing Hong Kong.
