The Division of Public Policy of the Hong Kong University of Science and Technology (HKUST), together with the Department of Social Sciences and Policy Studies and the Academy of Hong Kong Studies of The Education University of Hong Kong (EdUHK), cordially invite you to attend the following Policy Dialogue Series featuring Professor Anthony Cheung, former Secretary for Transport and Housing (2012-17) and former President of EdUHK, as well as Professor Lui Tai-lok, Adjunct Research Chair Professor and former Vice President (Research and Development) of EdUHK.

 

Policy Dialogue Series 2023-24:

Public Policy under Changing Order: Politics, Administration, Civil Society

Upon the implementation of the National Security Law and enhancement of the electoral system, Hong Kong has entered a new phase of “Patriots Administration”. Chief Executive John Lee proclaimed in his 2022 inaugural Policy Address that Hong Kong has achieved a major transition from chaos to order and is now at the crucial stage of advancing from stability to prosperity.  The new order has brought about notable changes in the spheres of politics, administration and civil society, expected to deliver better governance systems, governance capability and governance efficacy, so that “our people [...] have a sense of gain and a real taste of the fruits of effective governance” as promised by Mr. Lee. To what extent has such a goal been borne out by public policy performance and results?

About the speakers and moderator

Professor Anthony Cheung (張炳良教授)is currently the Advisor (Public Administration) at the Department of Social Sciences and Policy Studies of The Education University of Hong Kong and the Adjunct Professor at the Division of Public Policy of The Hong Kong University of Science and Technology. He was formerly the Secretary for Transport and Housing of the Hong Kong Special Administrative Region Government from July 2012 to June 2017 and the former President of The Education University of Hong Kong (then known as Hong Kong Institute of Education) from January 2008 to June 2012.

Dr Kay Lam Chi-yan(林緻茵博士)is a Public Policy Consultant. She was previously a Senior Researcher with Hong Kong Policy Research Institute.

Dr Isabella Ng Fung-sheung(伍鳳嫦博士)is an Assistant Professor at the Department of Social Sciences and Policy Studies of The Education University of Hong Kong.

Professor Patrick Nip Tak-kuen(聶德權教授)is an Adjunct Professor at the Department of Politics and Public Administration of The University of Hong Kong and an Honorary Professor at the Faculty of Social Science of The Chinese University of Hong Kong. He was formerly the Secretary for the Civil Service and Secretary for Constitutional and Mainland Affairs of the HKSAR Government.

Professor Lui Tai-lok (呂大樂教授)is the Adjunct Research Chair Professor at the Department of Social Sciences and Policy Studies of The Education University of Hong Kong. From April 2016 to June 2021, he was Vice-President (Research and Development) of the University.

Professor Kira Matus (穆綺蘭教授)is the Associate Head of the Division of Public Policy and Professor at the Division of Public Policy and Division of Environment and Sustainability of The Hong Kong University of Science and Technology. 

 

 

About the Policy Dialogue Series

The two universities co-host The Policy Dialogue Series which began in 2018-19 and is now in its sixth annual series. The theme of this year’s series is “Hong Kong into a New Future: Reflect, Renew and Reinvigorate”. Professor Anthony Cheung and Professor Lui Tai-lok will be joined by other speakers in the relevant fields to explore the critical issues and public policy challenges facing Hong Kong.
