
Cross-Campus Exchange with HKUST(GZ)
As part of our commitment to interdisciplinary learning and regional collaboration, the Master of Public Policy (MPP) program offers students the opportunity to participate in a cross-campus exchange with the HKUST Guangzhou (HKUST(GZ)) campus. This initiative reflects HKUST’s “Unified University, Complementary Campuses” vision—bringing together the strengths of both locations to create a richer, more flexible academic experience.
Beginning in Spring 2026, eligible MPP students will be able to apply to spend their second term at HKUST(GZ), engaging with the MSc in Technology and Policy (MSc TP) program offered by the Innovation, Policy and Entrepreneurship (IPE) Thrust. This exchange is designed to deepen students’ understanding of how emerging technologies intersect with public policy, and to foster collaboration across the Greater Bay Area and beyond.
A Shared Vision for Innovation and Impact
HKUST(GZ) is a vibrant academic hub located in one of China’s most dynamic economic regions. The MSc TP program focuses on the governance of disruptive technologies, evidence-based policymaking, and the strategic role of innovation in shaping society. It offers a unique blend of technical insight and policy analysis, making it an ideal complement to the MPP curriculum.
Students who participate in the exchange will have access to a wide range of IPE and interdisciplinary electives, all of which are pre-approved for credit transfer toward the MPP degree. These courses cover topics such as big data applications, AI and governance, sustainability, and strategic decision-making—providing students with the tools to navigate complex policy environments shaped by rapid technological change.
Flexibility and Academic Integration
The exchange program with HKUST(GZ) is designed to offer flexibility while preserving the academic rigor of the MPP curriculum. Students may apply during their first term to spend their second term at the Guangzhou campus, allowing them to integrate the exchange seamlessly into their schedule. This structure ensures that participants complete all core courses and fully engage in the PAE during their second year. All courses at HKUST(GZ) are taught in English, and dedicated academic advising helps students select electives that align with their specialization and long-term goals.
While students remain enrolled in the MPP program and continue to pay tuition to HKUST, they will be fully integrated into the academic life of the Guangzhou campus. This includes access to faculty, research centres, and student events—creating opportunities for cross-campus networking and interdisciplinary collaboration.
Expanding Horizons in the Greater Bay Area
The exchange with HKUST(GZ) is more than a change of scenery—it’s a chance to engage with a different academic culture, explore new policy challenges, and build connections across sectors and regions. Students will be exposed to the unique governance dynamics of mainland China, while gaining insight into how innovation policy is shaped in one of Asia’s leading technology corridors.
This initiative also supports HKUST’s broader mission to cultivate globally minded, impact-driven leaders. By bridging campuses and disciplines, we aim to prepare students not only for careers in public policy, but for leadership roles in a world where technology, governance, and society are increasingly intertwined.
Looking Ahead
Applications for the cross-campus exchange will open early in the Fall term of Year 1, with priority given to students whose academic performance and career plans align with the goals of the program. A curated list of pre-approved electives from HKUST(GZ) will be made available with the application materials (see link below), along with short course descriptions. Final enrolment in these courses is subject to approval by the offering instructors and divisions.

Global Exchange Pathways (Launching Spring 2027)
At the Division of Public Policy, we believe that meaningful policy education extends beyond borders. That’s why we’re actively developing international student exchange opportunities for Master of Public Policy (MPP) students, with plans to launch in Spring 2027.
These exchanges will offer selected students the chance to spend a semester abroad at leading institutions, immersing themselves in new policy environments, academic cultures, and global perspectives. Participants will be able to take elective courses that complement their specialization, engage with diverse faculty and peers, and explore how public policy is shaped across different regions and governance systems.
While details are still being finalized, the initiative reflects our commitment to preparing globally minded policy professionals. It’s an exciting opportunity to broaden horizons, deepen expertise, and build international networks that will serve students long after graduation.
