Academic Journey & Curriculum
The Master of Public Policy (MPP) is a full-time, two-year program designed for individuals eager to engage deeply with the complexities of policy-making in a rapidly evolving world. It offers a transformative academic experience that blends analytical rigor with interdisciplinary insight, preparing students to lead with clarity, creativity, and conviction.
To graduate, students must complete 48 credit hours, with most courses carrying three credits and involving three hours of weekly lectures. Each semester, students typically enrol in 12 to 15 credits, with approval from the Program Director required for the upper limit. This structure ensures a steady, immersive pace that allows students to absorb core concepts while applying them in collaborative and practical settings.
The curriculum is thoughtfully designed to balance foundational knowledge with flexibility and depth. At its heart is a 24-credit core curriculum, which equips students with the essential tools and perspectives needed to navigate today’s policy challenges. These courses span microeconomics, quantitative methods, public management, and evidence-based policy analysis—building a robust skill set for designing, evaluating, and implementing effective policies across sectors.
Beyond the core, students explore a wide range of electives that reflect the program’s interdisciplinary ethos. Elective Courses & Interdisciplinary Exploration
As mentioned, in addition to the core curriculum, students complete 24 credits of elective courses, allowing them to tailor their academic journey to their interests and career aspirations. These electives are designed to deepen analytical skills and explore today’s most pressing policy domains—from environmental governance and health systems to technology innovation, finance, and urban development.
One of the program’s greatest strengths is its interdisciplinary flexibility. While the Division of Public Policy offers a robust selection of electives, students may also apply to take courses offered by other schools, departments, and divisions across HKUST. This cross-campus access opens doors to diverse perspectives and specialized knowledge, enriching the learning experience and expanding professional horizons.
Enrolment in electives outside PPOL is subject to approval by the course instructors, the offering units, and the MPP Program Director. This ensures that students are well-prepared and that the courses align meaningfully with their academic goals.

Client-Based Policy Analysis Project (Capstone)
The Policy Analysis Project is the culminating experience of the MPP program—a rigorous, hands-on capstone that bridges academic learning with real-world impact. Over the course of eight months, students work in teams of five to six under faculty supervision to tackle pressing policy challenges faced by actual client organizations across the public, private, and non-profit sectors.
This immersive project offers students the opportunity to apply the full spectrum of skills and knowledge gained throughout the program—from data analysis and stakeholder engagement to policy design and strategic communication. Each team produces a professional-grade policy report tailored to the client’s needs, often addressing complex issues such as sustainability, innovation, governance, or social equity.
The experience is intellectually demanding, collaborative, and deeply rewarding—preparing students to step confidently into policy roles with a portfolio that demonstrates both analytical depth and practical relevance.

Language of Instruction & Credit Flexibility
All lectures, course materials, and communications are conducted in English, fostering a globally accessible and inclusive learning environment and preparing students to engage with international policy discourse.
Students may also apply for credit transfer or course substitution—up to a maximum of 12 credits—with approval from the Program Director. This flexibility allows learners to tailor their academic journey while maintaining the program’s rigorous standards.

At the HKUST Clear Water Bay Campus students benefit from a serene, coastal setting designed to foster deep thinking and academic focus.
